Working level: framing nail is basically used in the very first time of the work to framing the whole project with strength and durability. Roofing nailer is only used when the whole frame of the house was built and only roof and its other materials need to be installed. 

Conclusion: Framing nailer is basically used for any heavy-duty construction like framing a new house or fence. Because it is durable and heavy and can do the work without having any manufacturing trouble. But roofing nailer has only used for roofing the house because its nails size is small than framing nailers and can easily handle on the rooftop without having any trouble.
